Mbappé (12) and Thomas Müller (10) are the only players in the all-time top group who featured at the 2022 World Cup, though Müller has since retired from international football. That leaves Mbappé as the one realistic active threat to Klose’s record.

Miroslav Klose holds the record with 16 World Cup goals for Germany across four tournaments. His consistency was the defining feature: 5 goals in 2002, 5 in 2006 (when he won the Golden Boot), 4 in 2010 and 2 in 2014. He needed 24 matches across 13 years to reach the record, breaking Ronaldo’s previous mark of 15 with his goal against Brazil in the 2014 semi-final.

Ronaldo’s 15 goals came across four tournaments from 1994 to 2006, including eight at the 2002 World Cup, which Brazil won. Gerd Müller’s 14 goals are the most remarkable on a per-game basis — he scored them in just 13 matches across two tournaments (1970 and 1974), a rate of more than a goal a game at the highest level.

Lionel Messi’s 13 goals, level with Just Fontaine, came across a record five tournaments and 26 matches, more World Cup appearances than any other player on the list.

The single-tournament record is one of football’s oldest and most untouchable. Just Fontaine scored 13 goals for France at the 1958 World Cup — his only World Cup appearance — and no player since has come close.

Fontaine’s 13 in a single tournament remains the benchmark, set when the format gave fewer matches than today. The nearest modern efforts are Mbappé’s eight in 2022 and Ronaldo’s eight in 2002. Oleg Salenko’s six goals in 1994 included a record five in a single match against Cameroon.

Certain nations appear repeatedly near the top of the all-time list, largely because they qualify consistently and go deep into tournaments.

Germany lead the way, with Klose (16), Gerd Müller (14), Jürgen Klinsmann (11) and Thomas Müller (10) all in the all-time top bracket. Brazil follow with two of the three highest individual totals in Ronaldo (15) and Pelé (12). Why World Cup Scoring Records Are So Hard to Break

Breaking the all-time World Cup scoring record is extraordinarily difficult because players get so few opportunities. The tournament is held only once every four years, so even a striker with a long international career may appear in just three or four World Cups — a maximum of around 28 matches if their nation reaches the final every time. That is fewer games than many players complete in a single club season.

Klose needed 24 matches across 13 years to reach 16. Along the way, the obstacles are constant: injuries, early eliminations, qualification failures and declining form with age can all cut a tally short. Messi was eliminated early in 2010 and 2018; Mbappé missed games through injury in 2018. Every player in the all-time top ten also benefited from long tournament runs, because a group-stage exit severely limits a striker’s chances.
